Try this (and I'm going from memory as I only have Mac OS in front of me- I blitzed my Bootcamp and Parallels Windows install).

You've probably got a corrupt registry key for the tasks bar (it happens) best fix is to delete it and windows will rebuild a new one after reboot

quit everything except windows.

go in to regedit (OH NO!!! - sorry oh yes) - do this by going to the run command and entering "regedit"

find and use the backup your registry command in regedit

search for (using the search command in regedit) "StuckRects" in the HKEY CURRENT USER
the full path should look EXACTLY like
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer \StuckRects

(there's no space in the "CurrentVersion" part above.. I don't know why it's rendering one on the message board but there should be no space)
delete this key and reboot your computer

DO NOT DELETE ANY OTHER KEYS ONLY THE ONE THAT LOOKS EXACTLY LIKE THIS
