as far as i know and i am concerned about, no

No it doesn't change; but you may use some programs(for example Steganos) or proxy to surf anonymously in internet; but i must warn you about proxies, because it's so hard to find high quality proxy. So using programs for this purpose would help you, i guess.

the only way i can think of is getting a new modem/cable modem, or changing isp's

A static IP does not change, however a dynamic IP does change.

^Aye. Some ISPs provide Dynamic IPs, meaning your address will change slightly under certain circumstances (resetting your connection, turning off the PC, etc).

I have always gone into internet connections. Gone to the network connection I need to change. Went into properties and changed the ip adress and whatever else I needed to do. I usually have mine on detect ip automatically which works on most networks if the dhcp server is enabled. I hope I lnow what I am talking about. That has always worked for me.:o
